Meet Meet Col. Doug Edwards, USMCR (Ret)

Doug Edwards is a seasoned professional with over 28 years of experience as an Engineering Consultant, Program Manager, Project Manager, and Business Developer.  He has provided consulting services in water, wastewater, transportation, and transit industries.

He currently serves as a Partner at MarNav, Inc., which provides engineering consulting, project and construction management services, and business development. Since becoming a partner in 2022, Doug has been responsible for program and project management, business development, advising clients on project delivery, and improving business processes.

As the Founder and Senior Project Manager of Cali Creations, LLC, Christopher Starks brings an extensive track record of success to the pool design and construction industry.

Specializing in custom pools and landscaping for upscale residential communities in Southern California, Mr. Starks leverages more than 30 years of experience to deliver exceptional value to clients.

James (Jim) Williams is a Partner at MarNav Partners, a consulting firm that provides construction, project management, and business development services for the construction and business services industries.

He brings over 35 years of experience and a vast body of knowledge to the table.     Meet Col. Doug Edwards, USMCR (Ret)

    Before joining MarNav, Doug had a successful career as a Program Manager of a Special Purpose Option Sales Tax (SPLOST) Program of $25M, overseeing the construction of major infrastructure projects such as a  Public Safety  Building, a  new City Hall, and a  Streetscape Project. He also was the Director of the Federal Division of  a national civil engineering firm and led strategic local government project pursuits.  He most recently managed a $71M Bus Rapid Transit project for Metro Atlanta Rapid Transit Authority (MARTA), the first of its kind in the state of Georgia and is managing State of Good Repair projects worth $220M.

    One of Doug’s most significant professional accomplishments is his graduation from the U.S. Naval Academy in 1986 with a Bachelor of Science degree in General Engineering. He is especially proud of his ability to strike a comfortable work-life balance between his 30-year military career in the Marine Corps and his career in the civil engineering consulting industry.  . One of Doug’s professional goals is to earn the prestigious Project Management Professional (PMP) Certification.

    Friends and colleagues who know Doug well say he is a dedicated professional who has significantly impacted his field. He is passionate about inspiring and motivating people and delivering positive solutions to his clients.

    In his free time, Doug enjoys golfing, watching college football, listening to jazz, and spending time with his family.

    Meet Christopher Starks

    Christopher’s responsibilities include managing and overseeing all aspects of commercial construction projects, spanning cost containment, scheduling, and quality control. He effectively communicates with clients, architects, engineers, and other stakeholders to ensure project objectives are met, and he leads a team of designers, engineers, and builders to bring the project to fruition.

    In addition, he has a proven track record of successfully managing commercial projects, custom pool and landscaping projects, and the ability to bring custom designs to clients at an affordable price without sacrificing quality.

    Before launching Cali Creations, LLC in 2021, Christopher worked as a third-generation brick mason for Southern California construction companies, where he discovered his desire to oversee the primary components of project management while also leading and managing others. He went on to successfully manage projects for major construction companies as a licensed contractor in the state for many years. In 2002, Christopher founded Starks Construction and subsequently established Cali Creations, LLC.

    Christopher sets himself apart from other developers with his visionary approach to design and ability to impart that vision to those around him, integrated with his problem-solving and conflict resolution skills. He also has great communication and leadership abilities, which are two key drivers for his success in the industry. In the future, Christopher hopes to pursue his passion for opening a center to train and mentor young men in the masonry field and other building trades.

    Meet James Williams

    Before launching MarNav Partners, James worked as a project manager and engineer. In this role, he routinely reduced operating costs, increased revenue, improved efficiencies, and enhanced the corporate culture. He is known for his leadership, motivation, and attention to detail, and he is particularly proud of his ability to analyze an issue and use the DMAIC process improvement tool to effect change.

    James believes the best way to delight clients is to go above and beyond their expectations. He passionately puts in the effort to ensure the success of the business by living by this practice, as he did when he created a $150 million fleet management division at Cintas Corporation.

    He likes conveying his friendly and approachable demeanor to all his business contacts because he believes that his ability to connect with others will be a valuable asset in addressing the needs and concerns of clients in future projects. Additionally, James strives to maintain a positive attitude and sense of humor in all his interactions.

    James Williams was born and raised in Cincinnati, Ohio. He graduated from the University of Cincinnati with a Bachelor of Science degree in Mechanical Engineering Technology. He also holds a 6 Sigma Master Black Belt certification. In addition, James is a committee member on the Ordinance Review Commission for the City of Hamilton, a member of multiple non-profit organizations, and was a previous Zoning Commission Chair and Vice Chair on the West Chester Township Ohio Board.

    When James isn’t hard at work advising clients, he enjoys coaching and watching NFL football and often spends his free time traveling with family and friends.

    Meet William Little

    William (Bill) Little is a Partner of MarNav Partners, a consulting firm that provides construction, project management, and business development services for the construction industry.

    With over 30 years of experience in the design, specification, and selection of mechanical and process equipment, Bill is a seasoned professional in the field, capable of providing clients with outstanding project management outcomes.

    His expertise ranges from pressure vessels, heat exchangers, and mass flow storage bins to screw conveyors, turbines, and various other types of equipment. He is proficient in AutoCAD, Compress Vessel Design, and SolidWorks software and has a comprehensive understanding of ASME Section VIII, Div. I & II, API 620/650/653, TEMA, ASTM, and ANSI standards.

    Prior to co-launching MarNav Partners, he worked as a Senior Mechanical Department Manager for Jacobs Engineering Services. Before that, from 1983-2013, he served as an officer in the U.S. Navy, which included his work as a Development Engineer for the Department of Energy and Martin Marietta Energy Systems from 1990-1993.

    During his 30 years as an Aviation Engineer in the U.S. Navy, Bill distinguished himself by serving in various leadership roles, including Anti-Terrorism and Force Protection Officer, Officer-in-Charge of an Unmanned Aviation & Strike Weapons unit, and combat support in Kosovo, among many other prestigious assignments, including command of the Combat Aircraft Survivability and Threat Lethality tri-unit group for Naval Air Systems Command (NAVAIR), and ultimately retiring at the rank of Captain.

    One of Bill’s most significant professional accomplishments to date was leading a $600 million proprietary Greenfield project for a specialized polymer processing facility requiring over 1,900 component items. With that success, it is no surprise that he is highly respected in the industry and is viewed as a thought leader in mechanical construction and project management.

    Bill was born and raised in Cincinnati, Ohio. He graduated from the University of Toledo with a Bachelor of Science degree in Mechanical Engineering and a Master of Science degree in Engineering Management from Eastern Michigan University. He is also a Certified Associate in Project Management (CAPM) and a member of the Project Management Institute (PMI), giving him the skills and capacity to lead complex projects.

    When he isn’t hard at work advising clients, Bill enjoys completing small domestic projects, playing golf, and watching sports. He considers his family the cornerstone of his life and cherishes spending as much time with them as possible.
